The industrial sector is a significant contributor to worldwide greenhouse gas (GHG) emissions. In 2014, it was responsible for 80% of the global final consumption of coal and 42.5% of the world's electricity consumption, according to the International Energy Agency (IEA). Over the past few decades, the industrial sector's electricity consumption has increased, which is expected to continue. Although the energy intensity of the industrial sector has improved, it still needs to be reduced further to achieve the 2°C goal set out in the Paris Agreement, which is a significant agreement in the international process under the United Nations Framework Convention on Climate Change (UNFCCC).

Both the UN 2030 Agenda for Sustainable Development, which includes the Sustainable Development Goals (SDGs), and the Paris Agreement recognize the important role of technology in achieving climate change mitigation and sustainable development.

Target 4 of SDG 9 focuses on infrastructure, industrial development, and innovation, highlighting the need to 'upgrade infrastructure and retrofit industries to make them sustainable, with increased resource-use efficiency and greater adoption of clean and environmentally sound technologies and industrial processes.' SDG 12, which focuses on responsible consumption and production, urges societies to 'achieve the sustainable management and efficient use of natural resources' by 2030, even if it does not explicitly mention technology. Article 10 of the Paris Agreement calls for strengthening cooperative action on technology development and transfer to promote climate change mitigation and adaptation.
